"The OAS wants a total occupation of Haiti", according to former minister Pierre Michel Brunache


The former Minister of Justice and Public Security, Pierre Michel Brunache, was the guest of the morning of Magik9 on Wednesday August 10. He was questioned about the recent press release from the Organization of American States, which criticizes the action of the international community in Haiti. In its indictment, the regional organization believes that it is necessary to put an end to the domination of criminal gangs in Haiti. However, it believes that the human, financial and material resources must come mainly from the international community. "Haiti does not have the human resources prepared and trained to do this, it does not have the capacity in its financial accumulation, it does not have the technical capacities necessary to deal with the situation of insecurity it is facing" , reads the press release issued by the OAS.


Invited to react to this assertion, Pierre Michel Brunache believes that it is quite simply a request for trusteeship of Haiti. "We must not lie. We want to put the country under guardianship because it does not have the human and financial resources to recover. This is what the press release recommends. This is not an acknowledgment of failure of the international community in Haiti, "he analyzed. “We see that the international community wants to abandon Haiti. The OAS opposes it and instead wants the country to be put under trusteeship,” he added.


Further, Pierre Michel Brunache indicated that in the press release, the OAS criticizes the international community for using an approach that is too "soft" (flexible) in Haiti. “It's an approach of deception, in which the interlocutors lie to each other. International actors argue that Haiti is a sovereign country but use their influence through financial means, consultants, etc. This time, the OAS wants a bigger presence and much more direct control. That's the argument. The OAS believes that Haiti is a failed state, a failed state with a failed society that will not be able to recover without the total control of the security, economic structures ... of the international community. The press release calls for a total occupation of the country”, notes the former Minister of Justice.


When the United Nations Stabilization Mission in Haiti (MINUSTAH) left, the Haitian police found themselves alone on the ground, without any real preparation, but with the mission of ensuring the security of the country. If the UN force was made up of both a military and a police component, Brunache points out that the police found themselves on their own, deprived of the development plan that had been envisaged before. According to him, the absence of a military force in complementarity with the police does not benefit the country “The plan had not been applied to the letter. This caused concerns which, however, were small compared to the calls for the departure of MINUSTAH. Moreover, the international community was hostile to the return of the army from Haiti. There is still an international will to prevent the re-establishment of the army. They spent a lot of money to land in the country in 1994 and the enemy was the army. All attempts by President Martelly to remobilize the army were nipped in the bud. Although this was achieved a few years later, the fact remains that it is an embryonic force. This explains why we do not have an army to reinforce the PNH in the context of current operations, “said Me Brunache. “The problem of insecurity is very serious. We do not have sufficient security force to deal with the problem. We must solve the problem in number, in quality and in equipment, ”he pleaded.
